Thai Anti-Piracy Programme
10 See para 11 of FCO memorandum to SCORRI. On 27 February we indicated to UNHCR that for budgetary reasons we would probably be unable to make a firm commitment to funding the July 1985-June 1986 extension of the programme until May. UNHCR told donors that the
proporation of boats attacked in 1984 (35%) had fallen compared with 1983 (52%), and pointed to a more responsive attitude on the part of the Thais, including some convictions of pirates. Last year we
offered a naval officer to help in a UNHCR technical advice mission
to Thailand. Mr Moussalli on 27 February said that UNHCR would wish us to keep this option open.
