Thank you for your letter of 3rd December 1984 with which you enclosed a copy of "Behind Barbed Wire - Vietnamese Refugees in the Close Camps of Hong Kong", which I have read with interest. I am sorry that you have not received an earlier reply.

At our meeting on 2nd October last you suggested that rather than work to a fixed quota system for taking more refugees from Hong Kong the Department should in future re-examine those cases already refused but in which the BRC consider there to be extenuating compassionate circumstances and in which the sponsors were able to provide support. I indicated at our meeting that I wished to have a chance to see the SCORRI report before making any public announcement.

I have no firm information as to when SCORRI is likely to report but in the meantime I am prepared to look again at any cases which you may wish to refer to me on the above lines where you consider there are particularly strong compassionate arguments for reversing the original decision to refuse.
