Vietnamese refugees in Hong Kong

The statement of the position given in the letter to Mr. Healey which you sent us (returned herewith) seems to be borne out by other reports. Enclosed are the following items dealing with the problem:

Parliamentary replies going back to February 1984 (HC Deb. 31.1.85 c. 243, 17.1.85 c.210-212, 25.7.84 c.696, 18.7.84 c.247, 8.6.84 c.312-313, and 24.2.84 c. 641-2 all written answers);

Early Day Motion No.331 on the subject;

Relevant extract from the Hong Kong government annual 'Hong Kong 1984: a review of 1983' (pp.182-3); and

Articles from the magazine 'Refugees', published by the UN High Commission for Refugees, for January 1985, and September and October 1984.

Information on the position and problems of Vietnamese refugees coming to the United Kingdom is provided by evidence given to the Home Affairs Committee. A copy of particularly relevant evidence is enclosed (HC session 1984-85, No. 72-iv, pp. 86ff). Further details are to be found

in the reports to the Home Secretary of the Joint Committee for Refugees for 1982 and 1983, which have been deposited in the Library (Dep. 10640 and N.S. 670).

I hope this will be helpful in preparation for Mr. Healey's meeting with the Vietnamese programme people.
