I attach a copy of a paper prepared in this Department on which I should be grateful for SEAD's comments, both in general and on the particular passages marked for SEAD's attention. I should point out that paragraph 3 is not a serious attempt to draft a paragraph on the 1979 Conference. I leave this very much to you to supply whatever you think is necessary.

The object of this paper is to describe the problem and to list policy options. It is essentially factual; although the likely advantages and disadvantages of various options are listed, we make no recommendations. When this background paper has been agreed with your Department and with Hong Kong, we intend to put it up to Ministers under cover of a submission in which we would make recommendations.
3. We should like to be able to telegraph the draft paper to Hong Kong for their comments before the middle of next week. I should be most grateful if you could give it early attention.
