We spoke last night about the paper currently in preparation on

Vietnamese refugees in Hong Kong. We agreed that it might be useful

for Mr Luce to see the draft as it stands at present on an informal

basis. We shall of course be submitting it with proper

recommendations in due course.

The draft limits itself to an attempt to expound the problem,

predict where things will go if we let them drift, and set out

possible options with their advantages and disadvantages.

does not seek to make recommendations about which options should be

pursued. The reason for this is that there has hitherto been no

consensus

between the departments involved in the Office as to what

should be done. We therefore decided to start with a factual paper

and use it as a baseline for arguing out the recommendations.

3. The draft attached has been agreed among departments concerned

here, ie HKD, SEAD, UND and Legal Advisers. It is currently being

studied in Hong Kong, and we await their comments. We have asked

them to hurry up.
