However resettlement continues to become more difficult, particularly as there appear to be growing doubts in a number of countries whether the persons concerned are really political refugees or economic migrants. Some 19,000, most of them from Hong Kong, Come to the UK. However they have found it very difficult to assimilate: over 80% of Vietnamese adults here are unemployed.

The necessity for the closed camp policy is regretted both by the Hong Kong Government and by the British Government. But at present we can see no alternative to continuing with it. If the flow of arrivals does dry up, and our efforts to resettle those now in the camps are successful, the need for the camps will disappear. The sooner this happens, the better pleased we shall be.
