You may remember that I referred to the Vietnamese refugees in Hong Kong during my speech on 5th December, but there was no response in the wind-up.

Can I press you strongly on this question? The general view seems to be that if Britain were to show willing by again taking a quota, perhaps on a phased or regular basis, then Canada and the US would also respond.

I feel we have a responsibility and clearly the Hong Kong Government cannot handle matters alone.
