UNHCR Programmes

5. The UK, like the United States, continues to contribute to

various programmes for Indo-Chinese refugees run under UNHCR

auspices. These include:

i) Ship Rescue. Last year we announced our decision to join

UNHCR's new Rescue at Sea Resettlement Offer Scheme, with a pledge of 150,000 places. The scheme has not yet begun to function- because the total number of RASRO places needed 4,000

ii) Orderly Departure Programme We continue to accept Vietnamese family reunion cases under this programme (over 600 last year). also contribute financially.

iii) Thai Anti-Piracy Programme. Encouraged at figures which show a substantial fall in percentage of refugee boats attacked. While ye are not in a position to make a firm commitment, we shall indicate at 27 February meeting in Geneva our agreement in principle to further UK support. We have contributed £250,000 to date.
