CALL ON MR LUCE BY AMBASSADOR EUGENE DOUGLAS,

US COORDINATOR FOR REFUGEE AFFAIRS:

27 FEBRUARY 1985

Indo-Chinese Refugee Matters

POINTS TO MAKE

General Situation

1.

Interested in overall US assessment of South East Asian refugee

problem.

2. Concern that over 160,000 Indo-Chinese refugees still in asylum

countries, and at recent influx of over 200,000 Cambodians into

Thailand.

Search for. Durable Solutions

3. We are keen to join in continuing search for durable solutions.

[If raised] We would be glad to attend a further meeting in the

"Honolulu" series.

Resettlement

4. UK, like UNHCR, convinced that resettlement in Western industrialised countries not the best solution. But, we have particular problem with Hong Kong's residue of over 11,000 vietnamese (see separate brief on Vietnamese refugees in Hong Kong).

Local or Regional Integration

5. Hope local or regional integration could be encouraged for

example in some ASEAN countries.
