Please refer to your letter of 13 November about the procedure for processing the applications for the 500 refugees which are to be accepted as part of the response to the Scorri report.
As discussed on the telephone recently, for the purpose of continuity MVD would have preferred to have all applications and authorisations processed through the usual and well established channels. However,

we accept that since the system you describe has already been set in train, it would be difficult to make changes at this late stage. However, it is essential that MVD and other interested FCO departments are kept fully in the picture and I should be grateful if you would ensure that all papers are copied to MVD (for the attention of Section 5) for our information and for onward passing to HK Department and SEAD.
