Over lunch with Nash (SEAD) on 17 December, Hugh Neighbour (US Embassy) gave what appeared to be the formal US

response to our demarche. This was that during Fiscal year 1986, ie from October 1986, the US would considef an offtake from Hong

Kong of around 1600 (about the same as in FY 1985). The exact terms of the response are given in MIFT which contains text of

State Department telegram of instruction to US Embassy in London.

You should not repeat not reveal that Neighbour handed over the US telegram as he was apparently going beyond his written

instructions in doing so.
