EUROPEAN PARLIAMENT PLENARY SESSION 11-15 NOVEMBER 1985

SUMMARY

1. You visited the session on 13 November and in meetings set out the UK approach to the Intergovernmental Conference and powers of the Parliament in particular.

2. 1986 Budget: Parliament endorsed the strategy of its Budgets Committee, voting for increases in payments and commitments of some 2.1 billion ecu.

3. People's Europe: Resolution adopted calling for wideranging action, including the introduction of a uniform electoral system.

Your visit (Rome telno 949) In meetings with the EDG, President Pflimlin, Cot (Chairman of the Budget Committee) and Hänsch (Vice-Chairman of the Political Affairs Committee), you made clear our wish to see the European Parliament more involved in decision taking by being able to put forward its ideas, fully worked out, at an early stage, through better consultation between Council and Parliament and through the Council taking proper account of the Parliament's views.
