Countries which seem unlikely to accept more

West Germany Have informed Embassy that they are unable to admit any more from Hong Kong. Many other refugee problems

from Eastern Europe. Embassy see little hope of them changing their minds without strong pressure at political level. (We are recommending that Ministers raise the matter at suitable opportunities in the coming weeks.)

Italy

Cannot increase offtake, but will continue to accept family reunion cases. (We have no indication as to how many such cases there are in Hong Kong.)

Greece Have agreed to consider request, but already have problems coping with refugees in camps in Greece (eg those picked up by Greek ships).

Canada Does not intend to respond until after Canadian

Parliament have decided figures for overall 1986 refugee intake later this month. It seems unlikely that their intake

from Hong Kong will increase.
