I enclose a letter from the Home Office reporting that the UNHCR had proposed that Government money be made available to pay travel costs of Vietnamese refugees being resettled in this country in view of the current UNHCR financial crisis. You will see that the Home Office have asked for detailed information about UNHCR financial affairs and our own contribution. As this contribution falls on the ODA votes I would be grateful if you could reply direct to the Home Office in answer to the specific questions in paragraph 3 of Wells' letter.

The Home Office have suggested that we may need a meeting to discuss the UNHCR proposal. As there are a number of departments in the FCO concerned with the Vietnamese refugee resettlement issue we too see value in a meeting. I suggest that we might do this as soon as we have the information requested by the Home Office.
