ANGLO-FRENCH CONSULTATIONS ON ASIA: 14 NOVEMBER 1985
HONG KONG: CHECKLIST
1.
General: No serious hiccups so far over agreement.
2.
Joint Liaison Group: First meeting (22-25 July). Relaxed
atmosphere. Agreed ADB and working methods. Preliminary discussion
of GATT and continued application of international rights and obligations. Discussion to be continued on both at next meeting on 26-29 November in Peking.
3.
Land Commission:
Useful progress. Largely technical body. Agreement onand
1and disposal programme, including increase in 50 hectare limit.
4.
Basic Law/Constitutional Development: Expect Basic Law to be complete by 1990. Basic Law Drafting Committee (23 Hong Kongers out of 59) and Basic Law Consultative Committee (150 members). Chinese consulting people of Hong Kong on wide basis. One area
where Joint Declaration not clear is
is constitutional development. Delicate issue to manage

Nationality/Passports: Nationality Order in Council to be
debated in December. Will create new category of British nationality: BN(0). will be explaining in detail to French in due
course. [Not to raise. Paris are seeking to clarify whether French place any visa requirements on Hong Kong BDTCS. French Consulates
in Hong Kang and London are giving contradictory advice to travellers in this regard.]
6.
Vietnamese Refugees in Hong Kong: Hope French will be able to assist with resettlement: grateful for their offer to re-examine previous family reunion applications submitted by refugees now in Hong Kong camps, as well as applications by French speakers.
