I promised when I called on you the other day to extract from London copies of the White Paper on Vietnamese Refugees.

I now enclose two copies of the White Paper. I hope you may find some material here which might be useful in the Irish context.

You will no doubt have heard that Mr Rifkind raised this matter at lunch at the Foreign Affairs Council on 1 October, drawing attention to our problem in Hong Kong and the need for help from governments of EC Member States in accepting refugees for resettlement.
