1. You asked in your minute of 16 September for briefing on

Hong Kong for your

your visit to Washington. I submit a short

checklist of Hong Kong points to make covering the JLG and

Vietnamese refugees.

2.

On Vietnamese refugees, the main point to raise with

the Americans

resettlement. The Home Office White Paper

is

in response to the SCORRI report will be published on 26

September.

We shall be instructing the Embassy in

Washington to approach the Americans immediately after

publication to press them to take additional numbers of

refugees from Hong Kong. We have also briefed the Secretary

of State to raise the matter when he meets Mr Shultz in New

York on 26 September. In addition, we hope that Mr

Waddington will have raised the matter during his visit to

Washington on 19/20 September, when he was due to meet Ambassador Douglas, US Coordinator for Refugee Affairs, and

Mrurcell, Director of the Bureau for Refugee programmes at

the State Department. It would be useful if you could also

raise the subject during your own visit.
