these to Hong Kong purely in the spirit of advance information: they would be asked not to act upon it, but only upon your subsequent monthly lists. In particular, you were worried lest false hopes (i.e. in cases where the relatives in Britain proved to be unwelcoming) or premature hopes (i.e. in cases where more pressing reunions had to come first) be raised. You wanted time to consider this further. Perhaps you would let me know BRC's view on this proposal, and on the outline procedures in general.

5. Something along these lines will need to be established for the 60 or so cases outside Hong Kong that were mentioned in the White Paper. We will need, I think, to explore this further after I have made some approaches to UNHCR and FCO.

6. You thought that BRC might at some stage wish to send more fieldworkers to Hong Kong; we have at present no plans to detach anyone from here. Any questions about the availability of finance associated with your suggestion should be directed towards VSU.

7. You will wish, of course, to establish suitable liaison arrangements with UNHCR. To help in that process I have sent a copy of this letter to Irene Khan.
