I attach a brief on Hong Kong for inclusion in the Category C Briefs for the CHOGM. The briefing should be

classified "Confidential". I attach also a Word Processor

disc containing the text of our brief.

I note that subjects in Category C will not

automatically be raised at the CHOGM. Ministers have given

public assurances

their intention to prosecute

of

vigorously both the subjects of BN (O) passports and

Vietnamese refugees in Hong Kong. I think it will help a lot if it is possible to say that they have been raised at CHOGM, and I hope it will be possible to ensure that they

are given an airing. I attach a minute from the PUS in

which he originally proposed this.
