3. The Home Office formula has been sent to Hong Kong with the

caveat that FCO Ministers have taken no decision on whether

not to accept it. On this basis we have asked the Governor

put i t to EXCO on 27 August with the request that EXCO now respond to recommendation 5(iv) (which proposes that Hong Kong accept for settlement a proportion of the ethnic Chinese refugees from open camps). We have underlined that the more forthcoming
