16 August. It went very well. Full agreement H was reached on legal documentation for land sales and for extensions and modifications of lease conditions. The September land sale will now proceed as planned. the fourth meeting, which will consider the land disposal

ORDER IN COUNCIL: NATIONALITY

7. EXCO have now discussed the draft Order three times but have still to be persuaded of two or three points. I attach a copy of the latest draft and the report of the latest EXCO meeting of 27 August. remaining points can be agreed at EXCO's meeting on 10 September, when we are planning to put the covering draft White Paper to them. A first version of this was put to Hong Kong in mid-August and, in the light of
of their comments, revised. I attach the latest version which was sent to Hong Kong on 29 August. We hope to reach agreement with them at official level by about September. Publication of the White Paper is scheduled for early October, and the first Parliamentary debate likely to take place in early December.
