Thank you for your letter of 14 August proposing a

revised formula for use in response to recommendation

5(iii) of SCORRI's report.

We note the Home Secretary's desire to avoid "what

might be seen as a firm commitment at this stage to take

more refugees". This is certainly disappointing from

Hong Kong's point of view, and will make

and will make our task of

approaching other resettlement countries more

difficult.

For the immediate purpose of replying to SCORRI, the

Foreign and Commonwealth Secretary is nevertheless

prepared to agree to this form of words. However if we

are unable to persuade other countries to accept adequate

numbers of refugees on this basis, we may well need to

approach you again on this issue.
