Thank you for your minute of 30 August to Mr Ehrman.

We believe it would be useful if the Secretary of State could raise with Mr Clark the problem of Vietnamese Refugees in Hong Kong. The timing for this would be appropriate given that the Home Office are aiming to publish on 26 September their White Paper in reply to the Home Affairs Sub Committee on Race Relations and Immigration's recent report on Refugees (with special reference to the

Vietnamese).

3. If this proposal is acceptable, we shall of course provide briefing when required.
