SECRETARY OF STATE'S BILATERAL WITH MR SHULTZ

1. Please refer to Mrs Rogerson's minute of 6 September to Assistants in various departments.

As I explained in my minute to Mrs Rogerson of 3 September about subjects to be discussed during the Secretary of State's forthcoming visit to Canada, the Home Office will be publishing a White Paper on 26 September in reply to the Home Affairs Sub-Committee on Race Relations and Immigration's recent report "Refugees and Asylum with Special Reference to the Vietnamese".

Although we appreciate the t ime constraints on the Secretary of State's bilateral with Mr Shultz, we would hope that there will be time for the Secretary of State to raise with Mr Shultz the Vietnamese refugee problem in Hong Kong; and propose to provide briefing for the Secretary of State

on this basis.
