The Home Secretary is grateful to the Foreign Secretary for agreeing to the amended form of words contained in my letter of 14 August.

Apart from some minor drafting points that have been agreed between officials, we have no comments on the proposes responses to the recommend- ations in Part 1 of SCORRI's Report for which the FCO is primarily responsible.

The way is now clear to publish our response to the Report which, as you say, we are planning for 26 September. We are very conscious of the importance of not letting the date slip.
