1. Following your telephone conversation with Mr Galsworthy' this afternoon, I enclose two draft telegrams which we propose to despatch next week, in advance of publication of the White Paper in response to SCORRI.

2.

One is a "guidance" telegram containing general background and a Line to Take on the subject. This will be sent to almost all overseas posts. The other is a telegram of instructions to the Embassy in Washington, asking them to approach the Americans to ress them to increase their intake of refugees from Hong Kong. We should be grateful for your comments on both drafts.

3.

We shall be drafting similar telegrams of instructions to other posts (in particular Canberra, Ottawa, and those in EC and other Commonwealth countries). However we shall not clear all these with you, as they will be based closely on the text of the one to Washington.

4.

You may be interested to see the enclosed telegram no 341 from UKMIS Geneva, which appears not to have been copied to you.
