Lord Ennals wrote to Mr Luce on 14 May about the SCORRI report. I submit a draft reply.

2. The draft is of necessity very short. At this stage there is
little that we can say to Lord Ennals about the SCORRI
recommendations. His offer of assistance in respect of the BRC's
member agencies is not of immediate help to us; but the Home Office
will no doubt need to liaise more closely with the BRC if a decision
is taken to admit more
to admit more refugees from Hong Kong.
