VIETNAME SE RE FUGEES: SCORRI REPORT

1.

Mr Luce will wish to be aware of the attached telegram number

1034 from Hong Kong, recording EXCO's views on the SCORRI

recommendations.

2. We were not aware that the Governor intended to consult EXCO

about the report at this stage though we would have expected him to

do so at some point before publication of the Home Office White

Paper replying to the report. It would have been helpful to have rad

these views before the Secretary of State minuted the Home

Secretary.

But I do not think in fact that I would have wished to

change my recommendations.

3. EXCO's views are more or Less as we would expect. We have the following comments:

RE SETTLEMENT IN THE UK (paras (A)-(C)

4. The Secretary of State has already approached the Home Office on the lines of the paragraphs (A) and (C), except that the figure proposed in paragraph (C) is slightly higher than the one we have

suggested to the Home Office. It would work out at an intake of 600

refugees a year, whereas we have proposed 500. Hong Kong have been informed of the Secretary of State's approach to the Home Secretary but have been asked not to reveal to EXCO the exact figures proposed.
