POINTS TO MAKE

Closed Camps

1. Arrival figures clearly show closed camps successful as

deterrent.

2. Wide support for closed camp policy in Hong Kong: comparison

with severe policy towards Chinese illegal immigrants.

During recent visit to Hong Kong, Hartling described conditions

as "very encouraging"; and said he thought Hong Kong authorities

and voluntary agencies did a good job.

Absorption of Refugees by Hong Kong

4. SCORRI recommendation very difficult for Hong Kong; danger that

any publicity would encourage more Vietnamese to travel to Hong

Kong; but HKG are considering closely.

Education and Training

5. UNHCR have appointed full time education coordinator for open and closed camps. New Hei Ling Chau training centre almost ready.

UK Intake

6. We and Home Office both understand importance of SCORRI recommend- ations and are considering urgently.

Bargaining Counter

7. If and when we have something to offer ourselves, we would contact

other Governments in order to attract additional resettlement places.

Diplomatic Offensive

8.

Solution of Hong Kong refugee problem remains high FCO priority and

we will continue to press UNHCR and other countries to do more.
