VI ETNAMESE REFUGEES: SCORRI REPORT: LETTER FROM STUART RANDALL MP

Alo8l. Mr Randall wrote to Mr Rifkind on 4 June enclosing a copy of a

letter from Lord Ennals, Chairman of the Asia Committee of the

British Refugee Council (BRC) seeking his support for the SCORRI

recommendations. I submit a draft reply from Mr Luce.

Mr Randall previously corresponded with Mr Luce in December 1984 about the BRC's report "Behind Barbed Wire". The updated version of

"Behind Barbed Wire" (May 1985) sent to Mr Randall by Lord Ennals is

basically an endorsement by the BRC of the SCORRI recommendations:

it does not contain new material. There therefore seems no need for

Mr Luce to comment on it in his reply to Mr Randall.
