SCORRI REPORT : RESPONSIBILTY FOR ACTION ON RECOMMENDATIONS

1. I attach a copy of the report's table of recommendations. With one exception, those for FCO action fall in Part 1 on Vietnamese Refugees in Hong Kong ie recommendations nos 1-6. Recommendation 36, at the end of Part 3 on Asylum Procedure, covers

international cooperation, and should also therefore involve FCO interest.

Recommendations 2, 3 and 5(iv) specifically concern the Hong Kong end of the problem and are being handled by Hong Kong Department.

Recommendations 1, 4 and 5(iii) are effectively for the Home Office. These relate to the criteria for the admission of refugees into the UK, and any decision to accept further family reunion cases or other categories such as long stayers.

4. The areas in Part 1 where I see SEAD to have the lead are recommendations 5(i) and (ii) and 6. These concern the using of our relaxation of the UK's family reunion criteria as a bargaining counter to attract additional resettlement places from other countries, so as to reduce the size of Hong Kong's refugee population (5(i) and (ii)); and making the resolution of Hong Kong's refugee problem a major priority in our dealings with foreign Governments (6).

Recommendation 36 would also seem to fall in part at least, to SEAD. This concerns the "promoting and participating in international cooperation and consultation concerning refugees". In the Indo-Chinese refugee context, I see this as our commitment to the continuing search with UNHCR and others for "durable solutions", the Honolulu talks etc. To the extent that this recommendation addresses refugee problems in other parts of the world, it would be for other geographical departments too.
