Mr Jackson said that if there was to be a new
refugees into the UK, the voluntary agencies wanted to be given
adequate warning, to enable them to make full preparations to cope
with them on arrival. Mr Luce said he hoped the BRC had put this
point to Mr Waddington. Mr Jackson continued that the BRC would also wish to consider which kinds of refugee might be brought here,
in order to avoid repeating past mistakes. Mr Jackson thought the
agencies could handle a certain number of special cases (eg long stayers and disabled refugees). Unaccompanied minors were not a
problem and could be readily dealt with.

Lord Ennals asked Mr Luce about progress on consultation with
other countries on resettlement. Mr Luce explained the difficulty
of asking other countries to take more refugees until HMG had
decision on resettlement. He said he did not think a
reached
conference of resettlement countries was necessarily the best way to
proceed. We would of
course need to seek UNHCR' s help in
approaching other countries.
