I also accept that the compounding of the error in sending a copy to SCORRI added to the problems. This happened because it was not made clear from here to the London Office that the Guidance Note was not intended to be passed to SCORRI. They had been asking for a factual note on the subject for this purpose for some time. Neither David Jeaffreson nor I were aware that this had been done until after the event. As you know, we took immediate action to try to recover the document or at least limit the damage.

Security Branch have since sent out a further guidance to make clear that the original is not to be distributed to outsiders and that our offices are not to use it as a basis for any criticism of HMG. David Jeaffreson will also ensure that no further telegrams of this kind will issue without his authorising them.

I hope therefore that you will agree that we have done all that we can to recover the situation and to prevent any repetition. I should be grateful if you would assure Mr Luce that those concerned here will learn the lesson of this chapter of accidents: that we are not as ungrateful for your efforts on our behalf as the guidance might have suggested: and that we do not lack understanding of the difficulties at your end.
