1. Mr Luce was glad to have a chance to talk to you yesterday about your submission of 4 April on this subject.

He agrees that the Hong Kong Government made a serious error in instructing their London office to send their note to the Chairman of SCORRI, and that it would be appropriate for you to write to the Governor and ask him to ensure that further errors of this kind are not committed. He is not inclined to speak to Mr Wheeler, the Chairman of SCORRI, since this might make it difficult to avoid expressing

a view on the Hong Kong Government's recommendation to set up an involuntary repatriation programme. He believes that Mr Wheeler can be trusted not to break his word to Colvin Haye about the future handling of the HKG note.
