you could thank the Governor, on his behalf. for this grairow reply.
You will recall the unfortunate incident of the Hong Kong Guidance telegram which was passed to Mr Wheeler, the Chairman of SCORRI (my submission of 4 April and Mr Westmacott's minute of 10 April ).
I have now received a handsome letter of apology from the Governor about this. Reading between the lines, and also having spoken to Sir E Youde, it is quite clear that he was very concerned at what happened, and has administered a sharp rebuke to those concerned. I think we can now hope that there will be no repetitions.
