You wrote to Timothy Raison on 22 April about the Sub- Committee on Race Relations and Immigration (SCORRI) report on refugees.
As I am sure you are aware, our initial response on the report's recommendations must be to Parliament. It would therefore be inappropriate for Ministers or officials to make any public comment that appeared to anticipate that reply. I suggest that, when replying to constituents, you draw on the FCO's written evidence to SCORRI and on the oral evidence which I gave to the Sub-Committee on 4 February, copies of which are enclosed with this letter.
The final decision on the form of the Government's reply to Parliament rests with the Home Office. But I would expect them to opt for publication of a White Paper, which would include the response of the Foreign and Commonwealth Office to those recommendations affecting matters for which we are responsible (basically those contained in part I of the report, entitled "Vietnamese Refugees in Hong Kong").
I should be glad to have a word about all this either in the lobby or here in the office.
