The Committee's recommendations about the Vietnamese in Hong Kong affect both the Home Secretary's and the Foreign and Commonwealth Secretary's responsibilities, and it will be necessary to produce a joint response, it is hoped within the normal two month period for responding to Select Committee

reports.

The Committee's proposals represent a package of measures designed to relieve the situation in Hong Kong, and it would not be appropriate to respond to one recommendation

in isolation from the rest.
