Vietnamese refugees here was fully discussed. Yet we cannot simply look to others to carry the burden of those now in Hong Kong. A concerted effort is required in which we, in the light of our responsibility for Hong Kong, must inevitably expect to play a crucial role, as we have throughout. In our view an understanding with other resettlement countries is most likely to be achieved through quiet consultation on diplomatic channels away from the glare of publicity.
