I submit preliminary briefing for Mr Luce's oral evidence
to be given before the Sub-Committee on 21 January.

We expect to receive advance notice from the Sub-
Committee of the questions to be put to Mr Luce about one week
before the 21 January session, ie while Mr Luce is overseas. It is likely that we shall then wish to provide supplementary
briefing which we shall send to the Minister by telegram if
necessary, or hold for his return to the UK.
3.
The briefing is in two sections. The first consists of
notes for a preliminary statement, as the Sub-Committee will
almost certainly invite the Minister to speak first before they
question him. I recommend that Mr Luce should use the
opportunity to bring the Sub-Committee up to date on developments
since our memorandum was submitted in October 1984.
The second section is a question and answer brief, based
on our judgement of what questions the Sub-Committee are likely
to put to the Minister.
