REFERENCES

I. The following are the most important basic documents of general application to the affairs of all Dependent Territories, and are referred to throughout this Practice. Special reference is also made to them in the prefaces of particular Chapters:-

"Colonial Regulations" are "Directions to Governors for general guidance given by the Crown through the Secretary of State for Foreign and Commonwealth Affairs". They are in two parts, Part I, Public Officers and Part II, Public Business.

Colonial Regulations are only administrative instructions, and within each Dependent Territory are to be read subject to the Constitution of that Territory. They nevertheless provide the basic code, particularly as regards staff and financial matters, for dealing with the affairs of all Dependent Territories.

"Commonwealth and Colonial Law" by Sir Kenneth Roberts-Wray. "The Merger of the Foreign Office and the Commonwealth Office, 1968" HMSO, 17 October 1968.

"A Year Book of the Commonwealth" (Annual) contains details of Constitutions, Institutions, and other features of all Dependent Territories.

"Estacode" (to which a few references are made) are the regulations and instructions for controlling the conduct of Her Majesty's Home Civil Service, issued by the Civil Service Department (formerly HM Treasury).

Diplomatic Service Procedure. Volumes of DSP are frequently referred to, particularly in Part III of this Practice.

"ODA Office Procedure" is a necessary reference book for Desk Officers dealing with Dependent Territories. Constant reference is made to it in Part II, Chapter 5, Finance etc.

"Government Accounting" issued by HM Treasury is also a necessary reference for Part II, Chapter 5, Finance etc.
