I should be grateful for your advice on the proposal contained in Mr Alleyne's letter of 3 June that Chapter VIII of Colonial Regulations should be regarded as having been superseded in Hong Kong by the Public Finance Ordinance 1983.

2. That it was Hong Kong's intention that this should be the case was made clear when the Bill was first proposed (Haddon-Cave's letter of 5 January 1979). That the Bill should supersede Colonial Regulations was also stated in the Bill's drafting instructions.

The FCO Dependent Territories Adviser, Mr Wallace, has seen Mr Alleyne's letter and his comments on Hong Kong's proposals are below. A copy of the relevent Colonial Regulations are also attached.
