ANNUAL REPORT TO PARLIAMENT ON HONG KONG

Problem

Ministers have undertaken to produce an annual report

announced during the Committee stage of the Hong Kong Bill

on 6 February that the Government would produce an Annual

Report and lay it before the House.

He said that the

exact form had not yet been decided but that it was

expected to include a general account of developments

Hong Kong in the past year. He went on to say that

House might wish to judge whether a debate was use ful

desirable in light of the report. Lady Young made

similar commitment in the House of Lords.

In my submission of 1 February I recorded the

Governor's view that the report should be based on his

annual address to LEGCO, to which would be added the

Financial Secretary's budget speeches and a detailed

annex. Hong Kong has now accordingly recommended that the

Annual Report should include the following elements:
