The Secretary of State has seen your submission of 4 September. He agreed with the telegram to the Governor which has issued. He is, however, doubtful about the need for the Governor to come back to the UK specifically for the presentation of what will be a distinctly routine report to Parliament. For the same reason he is even more doubtful about Dr Wilson's suggestion that the white paper should be introduced by an oral statement to the House. The Secretary of State does not think this will be necessary, unless events in Hong Kong in the meantime change the picture significantly.
