ANNUAL REPORT ON HONG KONG

I submitted on 4 September proposing that the annual

report to Parliament on Hong Kong should be published as a A White Paper and laid before Parliament in early December.

The Secretary of State agreed on 9 September.

The Governor wishes to announce this decision in his

address to LegCo on 30 October, but we have not yet informed

Parliament of the form the report is likely to tak e or its

date of publication. Our last statement on this subject was

made by Mr Luce who said on 6 February that the exact form of the report had not yet been decided.
