ANNUAL REPOR

As you will know from our inspired PQ of 29 October we intend to publish the first annual report on Hong Kong as a White Paper in the miscellaneous series and lay it before Parliament in December. We are clearing the draft with Hong Kong and will then submit to the Secretary of State early next month. No decision has yet been made on the timing of publication, but we will want to go for the earliest date possible in December, and at the same time avoid if possible coinciding with the date of the debate on the Hong Kong nationality Order in Council. I would be grateful if you could seek the necessary authorisation from No 10 etc.
