2. I wonder whether you would be willing to/reconsider your decision not to print my despatch of 12 November, 1984 in the General Series. Although now ten months old, it deals with a subject which is of more than local or ephemeral interest; its preparation entailed a great deal of work (as William Ehrman will be able to testify); and it is referred to in the Governor's despatch. I confess that I had hoped that it would be printed in the General Series when I sent it to you.
