Kong and concerns your programme area; and
whether, as far as you are aware, there is any new or amending UK legislation in the pipeline which you expect will be applied to Hong Kong and, if so, what is the expected timing of its passage.
In connection with para 4 (c) above, I am writing separately to the Foreign and Commonwealth Office suggesting that they request all other Whitehall Ministries, Departments, etc. consult the Hong Kong Government, through the FCO, at as early a stage as possible when considering new or amending legislation which may be applicable to Hong Kong.
6. After all your replies to paragraph 4 above have been received and preliminarily examined, I shall approach you again for detailed advice on which of the pieces of UK legislation in your respective programme areas require to be "localised" and how each of them should be dealt with in terms of content, timing etc.
