expected to supply passports on the same basis as they do to Foreign and Commonwealth posts elsewhere. As to the amounts presently charged, I understand that the Hong Kong passport fee is Hong Kong $200, but Mr Kuo recognised that the fee they could charge for a 'United Kingdom' passport would have to be the same as that levied in the United Kingdom and at other FCO posts overseas under the Consular Fees Order. Charges to the FCO would, under the above proposals, not begin to arise until after 1997, though some receipts might be received in the meantime. Current costs for the issuing of a 'Hong Kong' passport are estimated at being 40% of fees collected, which would leave a balance of some £4 per BNO passport issued to be remitted. This figure may however be lower as it is not certain that the administrative costs estimated by Hong Kong include all charges for office accommodation, lighting etc.
