In the politically charged atmosphere in Hong Kong, everything we do is under close scrutiny and especially

anything to do with nationality and passports is

particularly sensitive. I t is difficult enough to make

the new BN (O) status acceptable to the population of Hong Kong and it would be entirely taken amiss if it were thought that we were making an opportunistic profit (a "fast buck") from the changeover from BDTC to BN (O) status and notwithstanding any arguments we might employ

about a change in Consular fee procedures, it is likely
