1. Like Mr Bickford I see no strictly constitutions l or legal objection to the appropriate UK authorities (at present the FCO) appointing the Hong Kong Government to act in defined circumstances as their agent for the purpose of issuing UK passports in Hong Kong, although of course I express no view on the policy.
